TCO Regulation
In accordance with the Regulation of the European Parliament and of the Council of 29.04.2021 2021/784 (TCO Regulation) on combating the misuse of hosting services for the public dissemination of terrorist content online, we have clarified the terms of use as follows1. Notification of Terrorist Content
If you discover terrorist content, you can use the following e-mail address to report it:
Language of communication: German, English
Please understand that other requests via this e-mail address will not be processed or answered.
Please therefore ensure that the reported content is a terrorist offense or content within the meaning of the TCO Regulation.
2. Terrorist Offenses Within the Meaning of the TCO Regulation
Terrorist offenses are in particular
- attacks on the life of a person that can lead to death
- kidnapping or hostage-taking
- serious destruction of a government or public facility, a means of transportation, infrastructure including an information technology system, a fixed platform located on the continental shelf, a publicly accessible place or private property that may endanger human life or result in significant economic loss
- hijacking of aircraft, watercraft or other means of public transportation or goods transport
- manufacture, possession, acquisition, transportation, provision or use of explosives or weapons, including chemical, biological, radiological or nuclear weapons, as well as research and development in connection with chemical, biological, radiological or nuclear weapons
- releasing hazardous substances or causing fires, floods or explosions if this endangers human life
3. Terrorist Content Within the Meaning of the TCO Regulation:
Terrorist content is in particular
- incitement to commit the offenses listed above under terrorist offenses, if such material directly or indirectly, e.g. by glorifying terrorist acts, advocates the commission of terrorist offenses with the associated risk that one or more such offenses could be committed
- the designation of a person or a group of persons to commit or contribute to the commission of the above-mentioned terrorist offenses
- the designation of a person or a group of persons to participate in the activities of a terrorist organization participation in the activities of a terrorist organization, including the provision of information or material means or by any form of financing of its activities, in the knowledge that such participation contributes to the criminal activities of the terrorist organization
- instruction in the making or use of explosives, firearms or other weapons or noxious or hazardous substances or instruction in other specific methods or procedures with the aim of committing or contributing to the commission of any of the above-mentioned terrorist offenses, or
- a threat to commit any of the above terrorist offenses
4. Measures we can Take Against the Dissemination of Terrorist Content
You can also initiate an out-of-court dispute resolution procedure with the Bundesnetzagentur (Federal Network Agency) as the national coordination body for digital services.
5. Right of Appeal of the User Concerned and Complaints Procedure
If you are affected by a corresponding removal / blocking under the TCO Regulation, you have the following options:

You can lodge a complaint with us against the removal/deletion, stating the reasons, and request that the content be restored.
You can lodge this complaint via your customer portal or via the following e-mail address:
You will receive the result of our review with the corresponding reasons within two weeks at the latest.
If we uphold your complaint, we will restore the content.

If the removal / blocking was carried out on the basis of a removal order issued by a European authority, you have 72 hours from receipt of the blocking order to lodge a complaint with the BKA (Federal Criminal Police Office), stating your reasons.
If the BKA (Federal Criminal Police Office) upholds your complaint, we will restore the content.
Regardless of this, you can appeal to the ordinary courts at any time and independently of the aforementioned appeal channels.
